You could try manually downloading the last official firmware update for the Mini from pgaskin's Kobo Firmware Downloads site. Download the 3.19.5761-s version for the Mini (the last officially supported version though I have used later versions on my Mini with minor issues). Connect your Mini to your computer and then copy the contents of the .zip file (KoboRoot.tgz, manifest.md5sum and the upgrade directory to the .kobo directory. Safely eject your Mini and the firmware update should start.
