The code above works perfectly in the viewer here (calibre 6.11 on Windows 10).

Now, this specialized behavior (popup footnotes) is not on the specs. This is an implementation of the Reading System. The first one I remember doing this was Apple's iBooks (now called just Books).

If the popup footnotes are not working on iOS, for instance, then it has nothing to do with calibre. Also, I think someone else complained about this sometime ago. Looks like Books changed something internally.
