Check Ownership of all those files and folders. Your (non-MS) security suite may be getting in the way.
Yeah was on with ms help and even they couldn't figure out what is going on with my pc everything is marked read only. after going properties and unselecting read only to goes back to read only right after leaving the properties. Even changing ownership doesn't seem to effect this.

Even uninstalled my AVG internet security and didn't seem to help. This is both on my C and D drives. I am running an HP pavilion with win 11
