I read a spy story recently where videos was used to steal documents by fast scrolling a screen and video recording it . That was fiction but seemed plausible

Old USA TV was 30 frames per second. Any educated spy should know where to find the vertical sync' pulse and use that as a trigger
Digital TV may only 'paint' changes so that sync trick won't work

(beside, all the circuit points are now in a single chip)
