To answer your own questions, I do not own the rights, but neither does the "publisher" ("" intentional), since the rights plainly do not exist : it is a 150-year-old technical book that he basically scanned and OCRed and "published" with no addition, no notes, no foreword, nothing. So I would truly not consider making it available to other readers piracy. He has the $12 I and some other fooled guys gave out for this as his reward, which is more than he deserves.
