Some years ago the director of maintenance for a large city's public transportation (bus) fleet told me they installed dummy thermostats next to the bus driver. When someone complained about being too hot or too cold the driver would cheerfully turn the thermostat dial a little one way or the other and say something like "that should be better". Invariably the complaint was not repeated.

He went on to say that one day he was the only passenger on a bus being driven to the maintenance shop. He was sitting up front chatting with the driver when the driver reached over and tweaked the thermostat a little. The director was puzzled, and said something like "you know that thermostat isn't connected to anything, don't you?" The driver looked a little sheepish and said "yeah, but it works!"
