In my experience, sending azw from calibre to kindle always failed.
I did lots of testing , sending to my daughter's kindle 100 miles away.
it had to be mobi and also had to be what calibre called old mobi format to work.
Mobi now fails,. But epub works.
How long before that stops working is debatable.
A could decree that a personal document has to be something that MS word produces, or a text file
