If you really want it to be part of the Onyx infrastructure directly, that will be a large order. You will have to sign the app and that might break some other system interaction.
If you want it to be an accessory application, that would be easier.
Please try to describe the minimum functionality it would have.
Also, why it would be useful to somebody else.
