It's definitely unavailable to at least parts of the US. Initially I thought it might be they rotate the sale item before evening in the US, but here's what I get on that URL today from Tennessee:

There's an error message saying there's no sale items, then it shows the book that is on sale, but at full price. Since rrrlakin's in Michigan, my guess is Rebellion's geolocation thought they were in Canada and let them buy the sale item.
