Unfortunately, we are located in Canada and en-CA is our corporate default. The bleeping program seems to assume en-CA means the same as fr-CA. Since we centrally manage installs on corporate devices, we went with the "use default language" setting which we ASSumed would respect en-CA as being English. Only after user complaints was an investigation done which showed selecting the default automatically or selecting CA in the install dialog both resulted in the use of French. While this made our French language speaking locations happy, the rest of our sites were most unhappy.
