I had one program that in our corporate use had odd issues with language settings. I finally realized that on install, selecting CA from the language choices of US, CA and MX meant setting French as the default language as did allowing the program to use the default which it seemed to have translated from en-CA to fr-CA. Perhaps they never noticed that English is the number one language in Canada? In retrospect, I should feel happy that they did not choose Mandarin, Cantonese or Punjabi (the next 3 most popular languages in Canada).
