Kobo keeps mistreating the m-dash in Spanish

Hello.
For at least ten years, as can be seen in this post from 2013, Kobo has known about the following bug affecting kepub in Spanish and has not yet done anything about it.
The bug consists in the breaking of the orthographic rule of the Spanish language which dictates that the m-dash ("raya" is called in Spanish) is inseparable from any character it accompanies, exactly the same as it applies to punctuation marks (e.g. "xxx," cannot be rendered as "xxx ,").

Can there be a cultural discrimination here or is the lack of interest generalised?
