Optimize legibility should enable ligatures. I use ligatures in my kepubs and have for years.

I have switched to geometric precision as it keeps the ligatures and works better with spacing issues.

Under [Reading], paste:
webkitTextRendering=geometricPrecision

And I just use Notepad in Windows 10.
