And of course, if, per @gbm's comment about Partners22, you buy it at Kobo, it will be even less than $0.99...
In any case, though, the relevant part of the email I received describing the offer is:

By now you have probably all heard of Hot Moon from me. It got incredible reviews from all the trade reviewers (including Publishers Weekly, Library Journal and Foreword Magazine), and Larry Niven enjoyed the book so much, that he not only gave the book a great quote, he has asked for the sequel once its done (kid you not!).
Through December 4th ONLY the book is available for only 99 cents (regular $9.99) through most of our regular vendors, including Amazon, Kobo, BN.com and Apple (links on the Publisher's Pick site). BUT WAIT, readers on this mailing list can get it for free.
HOW TO GET IT FOR FREE: Buy the book at any of the sites linked on the Publisher's Pick site for 99 cents between December 1 and December 4, and then leave an AMAZON review (Goodreads as well would be appreciated, but not required). Then send an email to HotMoon@ArcManor.com with your receipt attached and a link to the review. We are asking for an honest review so your reimbursement is NOT contingent upon how favorable the review is.
You may be thinking that this is a lot of effort to get back 99 cents. So we will sweeten the deal. In your email to us you can request a reimbursement OR you can ask for an eBook copy of any of the following books:
Over the Wine Dark Sea by Harry Turtledove (please note that this is a historical fiction novel)
Emprise by Michael P. Kube McDowell
Midnight at the Well of Souls by Jack L. Chalker
Energized by Edward M. Lerner
The Reinvented Heart edited by Cat Rambo and Jennifer Brozek.
The process to get the free eBook is the same as for cash. Send us the purchase receipt for Hot Moon and link to your review, and then request your selected book instead of the 99 cent check.
Reimbursement requests must be received by December 31 (this includes requests for the free eBook in lieu of the cash reimbursement);

And the Publisher's Pick website they reference is:

These are the same folks that do a monthly deal, with one book for free, and then one or more additional titles by (usually) the same author for discounted prices. I think I've seen others mention them on this thread.
(And in that same email, they mentioned that this month's "freebie" is
Power Challenges by Ben Bova - same link...)
I had an ARC of this already and enjoyed it - it's pretty hard science-y, but kind of a fun alternate history kind of thing. Since I worked as a young engineer on various space life support systems, it was a fun read.
