I did the same test. Went back to a book a bought a couple of months ago, )9which I prudently downloaded at the time). Asked for new ascm to download and got the same service unavailable message.
I guess that repeating the test weekly is the only way to see if it's fixed. There is no info on Google as to why it's broke.
And libraries have had this working for years, how hard can it be to generate a licence file?
Then I tried with a free book and that downloaded ok. So It's only the ones with DRM attached that won't download. But that's probably all the paid for ones.
The moral is, make an unprotected copy of every book you buy, as soon as you buy it it,while you still have refund options if the copy fails.
For Google books , refund options for books are same as for apps I think. Before 2 weeks elapses or before 2 hours use, whichever triggers first
