I managed to fix the issue in the end - I downloaded and installed the official Intel graphics driver and blocked Windows 10 from "updating" it in future and this completely cured the issue.

As an aside, having only 4GB RAM doesn't seem to cause any issues; I have been happily using Notetab, Sigil, and Edge together today without any slowdowns. But I have SSDs rather than mechanical hard drives which may be the secret.
