Yes, it has to do with the combination Windows, NVIDA drivers and possible Qt.

I found yesterday new video drivers for my NVIDA and chose the Game Ready Driver (526.47) instead of the Studio Driver (which I had). That made the "stuttering" now hardly noticeable (=less irritating), but it is there still. And that part must be under control of Qt. It is especially noticeable on popups which have more pre-filled fields as if Qt has trouble to scale them for the editor app.
