Those SetBookBrowserToAll* automation commands are primarily meant to be used just before launching a plugin that requires a specific selection to work.
That said, one of the Saved Search Control targets is Selected CSS Files or Selected Html Files, but setting the target directly in Saved Searches is far easier.
