Thanks for that clue. Adjusting that seems to help, but not fix the problem.
I think the kobo kepub reader just hates links within the top few and bottom few lines on the screen, as the tap function in that region is overloaded. It's actually easier to highlight words in the link than it is to click on it as a link.
