Basically, the Kobo Plus books use a variant of Kobo's proprietary encryption scheme and are not intended to be downloadable other than on Kobo apps and devices. The rationale is that if you stop your Kobo Plus subscription, you no longer have access to those books (much like when a library loan expires or, for the Kindle fans, when you return a Kindle Unlimited loan or you no longer pay for the KU subscription) so the ebooks will be removed from your device on the next sync with Kobo. This is obviously not possible with a copy that has been downloaded and DRM removed.
