During the beta testing stage of Half-Life 2, the enemy helicopters AI was set to target the most dangerous thing it can detect. This meant that when you were using the rocket launcher to shoot rockets at it, it would ignore the player and instead shoot down the rocket, forcing the player to kind of pilot the rocket around to avoid this. They liked this enough to keep it in.
