My guess is it's to throw a wrench into the plans of people that sign up for free Prime trials every Prime Day/Black Friday to get the deals. If someone does that now, they'll have to actually pay for a Prime sub in November.

And annoyingly it's always lower for deals for current Prime members than new ones.
