The 'official' plugins are located in your configuration folder, not in your documents folder.

I suggest those plugin were acquired elsewhere, e.g. the one you've identified is at github. Google it - it might serve as a reminder as to why you downloaded it from github in the first place.

If you use them, then you need to install them using the Preferences->Plugins->Load plugin from file option. If you don't know what they are, then you probably don't need them.
