It could be tied to the nVidia driver, but I doubt it, because no application, so far, happen to behave that way on my system...
FWIW, this doesn't happen for me.

The experiment: monitor 1 is on the left, 2 on the right. Running calibre 6.6.1 with a shortcut on monitor 1 opens calibre where it last closed, on monitor 1. I move calibre to monitor 2 and close it. Using the shortcut on monitor 1, calibre opens where it was on monitor 2. I then move the shortcut to monitor 2 and repeat the above. Same outcome.

The monitors are driven by the Intel UHD Graphics adapter inside my Intel NUC10i7FNB. The full HW and SW version information is here:
