It probably would have gone away in Win 10 too.
I used to have a problem with deleting files in Downloads - sometimes, they just wouldn't go away, the only way to get rid of them was to boot into Linux.
Touch wood, haven't had the problem for a year or more.
Fortunately my 5 year old 16GB i7-7700 Dell XPS 8920 lacks the wherewithal to run Windows 11
