To check if yours plugins are installed "Preferences>Plugins" check "Show only user installed plugins".
Not all plugins are visual and only those in the category "User interface action" are GUI Plugins with visual. If some of these do not appear nowhere, go to "Preferences>Toolbars & menus" to add them to the toolbars and menus of your choice.
For the others "non visual" ones, you open their configuration interface by double-clicking on them entry in the plugins list.
If this is not enough to help, could you give us the name of the plugin, please?
