It isn't. You should put the file in <your calibre configuration folder>/resources/templates. This way it won't get overwritten by a calibre upgrade. Note also that this copy overrides the one in the calibre installation folders, so if a copy exists changes to the one in the installation folder will be ignored.

You can find your calibre configuration folder using Preferences / Miscellaneous / Open calibre configuration folder.
