Because they can tout the better features in the newer screens and get more money for them. But to do that they need something to compare the new screens to. And, I don't know if they sell the touch screen and front light layers as a unit (or not), but if the Paperwhite 3 screens come as one unit and can be fitted into the new Kindle Basic shell, all the research and development is already done.
