Standby support landed months ago, this is no longer entirely accurate. It's opt-in, true, but for good reasons (among others: this very issue on sunxi SoCs; and the fact that it horribly tanks page turn latency on i.MX SoCs for much less noticeable power efficiency gains than on sunxi).
In short, because it's a feature with a heavy trade-off that everyone should have control of, depending on their priorities
