Yes, IE8 will be the browser that ships with Windows 7. Since IE8 has officially shipped I don't even think this will be a question.

And there are also rumors that it will be "removable" so as to head off recent EU complaints. (Although the Windows N version that the EU force on MS is never ordered or bought, but there it is.)
