Indeed. In France they said August 20th, and nothing happened, except now (but that was before August) one can send EPubs "as such" (and not disguised as .txt or .jpg) by e-mail - not by Send-to-Kindle though, as you correctly mention (also not with Windows).
There was a heavy dysfunctioning with Send-to-Kindle in August : for a few days, some of the ebooks one sent never made it to one's account, while one did receive other ebooks in various langages. Whether that (now solved) issue had something to do with the planned changes I cannot say.
