PDF is a page oriented format so a page may not fit the screen especially if you want a readable font size. calibre's viewer is intended for reflowable text. The hand tool is pretty much useless in page oriented mode where each screen is equivalent to a page and even less so in scrolling mode.
Yes, you can get a fixed layout epub. calibre's viewer tends to barf on those.
