Hm, that is odd. Have you tried maybe using a Linux LiveCD
(doesn't matter which one, anything that has a DE/WM will do, would recommend anything Ubuntu or Pop!OS since it's the easiest) to try make the files? And if that doesn't help, I'm suspecting that the eMMC inside your device is dead and thus is mounted as read only, in that case an eMMC replacement has to be done (not easy, you'd have to have experience in hot air reworking/reballing chips, alongside some equipment.)
