I hesitate to try signing out and then back in. At last now it’ll download the books it’s already got in my library; it just won’t add my recent purchases. I’m afraid that if the update problem persists, once I sign back in I’ll have no books at all.

I never saw this post from two years ago! I would hope you’ve since fixed the problem.
Kobo recently updated the app this past summer. It seem to run smoother, and syncing seems improved. As for ebook purchases being out of sync, when that happens (it’s only happened 2-3 times to me over the years), I head to More>Help>Repair Your Account.
The next method is to sign out, as you’ve indicated. If you run into ebook syncing issues, this is one thing that customer support can be very helpful with. There have been times that a purchase on the web store or from a Kobo eReader does not sync to my iPhone/iPad. CS will delete the book, then reinstall it. That’s a worst case situation.
