Definitely used to be. I remember the days when a mixed shot of coritisone plus Novocain was routinely administered to football players with an injury even during the middle of a game. But it's been a long time since they could do that to a professional cyclist even mildly close to competition. And out of competition only by applying for a TUE, I believe. These days they can't even take Tramadol. (Was banned in 2019, I believe.)
