Have you built PageEdit yourself, or is it in the PCLOS repositories? We definitely include a basic language list when building on Linux.
The problem is that the dictionaries are qtwebengine dictionaries. Many distros are tackling the issue of supplying them (if they DO supply them) differently. Arch Linux currently packages them with their corresponding hunspell language dictionaries. Perhaps PCLOS is not providing these dictionaries (or providing them in a different way).
They really shouldn't be packaging PageEdit (or at least they shouldn't be disabling our default dictionary installation when they package it) if they have no plan for providing the qtwebengine dictionaries themselves.
