You can use "mark with text label True" to mark all the books in a selection. This won't toggle. On the other hand, if you use marking with some other text label then marking with "true" will change the mark to a generic one.

Another option is to set a shortcut for "Clear marks for selected books". When you select books you use that first to clear the marks. Then use the toggle to set the mark on all the selected books.
