Yes, you can simply connect one device and copy the sideloaded books to the PC, then connect the other device and copy the books to it. Or, connect both and copy them directly. When you disconnect the second device, it will import the books you copied.

You can't do this for books you purchased from Kobo and downloaded to the device. These need to be downloaded directly. Sync the two devices and the purchased books should appear on the new device with the same reading status and any annotations.

But, is that all you want? If you also want to copy the reading status or annotations from the sideloaded books, you need to do other things.
