I believe that you are likely to be correct. I took a brief look at parts of the Kindle firmware related to TTS and there appear to be several restrictions built into the code. The device must be registered to a specific marketplace, the book language must be Chinese, and it must come from a specific set of whitelisted publishers. (There may be more restrictions. That was as far as I looked )
These could all be worked around on a jailbroken device by patching jar files but it would take a fair amount of work.
