I don't know if it would be correct, since the file I use is from a pw5 and your device is a KO3. There is a difference and I have no idea what it could do to your device.
So I decided to write the procedure that I do. I don't know if it will work for you, but this is what worked for me:
1) If you are on a firmware where the Display Cover option is gone, downgrade or update to version 5.14.2. Apparently this version does not suffer from this problem. But the previous version, 5.14.1.1 has the problem, so I don't know what's going on here.

2) Done downgrade, turn on wifi just for few seconds for Display Cover option appears. Your Kindle may try to force an update in these few seconds, so it might be good to use Update_jailbreak_hotfix_1.16.N before turning on wifi. If the option is already available, it will not be necessary to turn on the wifi.
3) Install KUAL to be able to start KOreader and rescue the /var/local/KWISClient.db file, save it somewhere on your PC.
4) Go back or update your Kindle to the desired firmware and install KUAL again.
5) Connect your Kindle to the PC and copy the KWISClient.db file to a folder inside your Kindle. I created a folder just to put this file, in case I need it again and don't have a PC nearby. You can do the same if you want.
6) Start KOreader, go to the folder where you copied the KWISClient.db file and copy it to /var/local/ . You will get a popup asking if you want to replace the file, click "yes".
7) Exit KOreader and restart your Kindle with wifi off. Once restarted, check if the Display Cover option appeared. If not, I'm sorry, I don't know what to do.
Note:
a) don't forget to click "restore" on the "renameota" extension before downgrading, but this is only necessary if you are using that extension.
b) apply "Update_jailbreak_hotfix_1.16.N" before upgrading again to 5.14.3.0.1 or 5.14.3.2. I don't know if it's really necessary, since I've used the hotfix before, but to avoid major headaches, it doesn't hurt to do so.
c) don't forget to enable the option to preview unsupported files in the KOreader settings.
d) do not restart your Kindle with wifi on, otherwise the Display Cover option will disappear. Why does it happen? I don't know.
