Let the reader choose, by making it clear the book ends on a cliffhanger. Don't present the book as being a complete story if it's not. The series I was interested in made no mention of incomplete endings to any of the books in the series. If the author has confidence in their ability to write a captivating cliffhanger, own it, don't hide it
