This is confusing to me since the wording is very specific: "elibrary card to which you’re not entitled as a resident/taxpayer". The way it's worded doesn't include elibrary cards offered to non-residents for a fee.
In any case, the only library card I have is for my local library, which I am entitled to as a resident/taxpayer.
