For Sigil, yes.
I was thinking PageEdit, specifically though. 1.9.10 came immediately after 1.7.0. I'd forgotten about that!
Also for the OP to consider: if you installed the 32-bit version of PageEdit (or Sigil for that matter) it installs to C:\Program Files (x86), and not C:\Program Files.
