Those are older versions of both programs. Do you have a specific reason for not using the latest of both?

When you installed PageEdit, did you choose to install for All Users, or just the Current User? If the latter, that's why you can't find it under Program Files. Programs only installed for the current user are installed to AppData\Local\Programs within the user's profile.
