It's not "hate". It's choice. There is also a reason why it's the only the 2nd* free upgrade and the first obvious free Download windows. And it does need activated.
[*MS had to upgrade users of NT3.5 to NT3.51 for free because they added some extra Win32 APIs so that Office 95 couldn't be installed on Win 3.11 or Wfwg 3.11 with the Win32s added. They wanted to sell upgrades from Office 4.3 to Office 95 to NT3.5 users/]
