That's all just a suggestion or guideline, not an absolute. To me, that just looks like a huge mess of styles that needs to be cleaned up. If there are any graphics, they should have their own style(s) as required. Granted, the background and text colors can be separated to be put in their own style if necessary, and all the block (and calibre and other) styles can be modified as needed.
However, since we don't have the book(s) CK is trying to fix to their preference, there's no way to tell exactly what style coding to use.
