For those who don't click the link the change is:
"Create icon theme dialog: Add a checkbox to install the newly created theme into calibre"

It works; but theme creators should be aware to not use the resources/images directory while testing theme generation because the contents of resources/images overrides the icon theme just installed.

EDIT: Also be aware you need to restart Calibre to see the icon theme you just created and installed.
