Because OneDrive runs in the background at low priority you may not know its even doing anything.
Go into Settings, that's WindowsKey+I and you should see something like this:
Click OneDrive Manage and you should see something like this:
If Documents is in the list then it's probably being synched to OneDrive, a green tick in a green circle means the folder is available locally and it's being synched to OneDrive.

In the context of where calibre libraries should be stored, OneDrive, DropBox, Google Drive, Amazon S3 etc. etc are the equivalent of a 'networked drive'.

Before doing anything I suggest you move the Calibre Library folder out of Documents to your user folder.
