Windows 8 and 8.1 are end of life and have been abandoned by Microsoft from this year and most software libraries have already stopped supporting it. So sadly yes if in the future you want to use newer version of calibre you will need to update to windows 10.
Btw like others suggested you should move of windows 8 not just because of calibre but because it is end of life and no longer will be provided security updates etc. So it is a risk to run windows 8.
As a last resort if you really need to run a new version of calibre you could probably run a small linux distro off a usb for calibre without touching you win8 install.
