That's not being cynical, that's being a realist. They also are hoping people will order more stuff because of it. Basically someone thinking "Oh, I need to use those credits, I better order something," forgetting they already used them and not looking closely at the checkout page to see there's no credit being applied. A lot of people do both of those.
